Takano, the founder of Tokyo Alien Eyes(TAE), a nonprofit organization for international students/residents in Japan.　　 --------------------------------------------------------------- ＜本日のお題＞ TODAY'S CONTENTS １、今日の言葉：「日本人はいませんでした」 TODAY'S ESSAY: "NO JAPANESE INCLUDED" ２、ニュース　NEWS ●ニューヨーク・タイムズ（2004年3月28日）でTAEメンバーが発言 A comment by TAE members appeared on the New York Times on March 28th, 2004 ３、参加募集（TAE主催・共催） PARTICIPANTS WANTED ●アルバイト募集 Part-time work wanted ●ルームメイト募集　Room-mate wanted ●ボランティア募集　Volunteer wanted ４、その他のイベント情報 OTHER EVENTS/INFO ●韓国語講座　入門－初級編 Korean lessons for beginners -------------------------------------------------------------- １、今日の言葉：「日本人はいませんでした」　いま日本中が注目するイラク日本人人質事件。　初動時、人質のご家族の映像を撮影し、ピースボート共同代表の吉岡さんが現地にもっていってアルジャジーラに出演したそうです。そのご家族を撮影したのは、なんとＴＡＥと事務所を共有し、ぼくがイベントでお手伝いをしたこともあるＮＧＯ、アワープラネットＴＶでした。　http://www.ourplanet-tv.org/news.htm 　日ごろの地道な活動の成果でしたね！見習いたいものです。　さて、イラクでは多くの人が死んでいます。そして、中国やロシア、アメリカなど他の国の人質もいて、殺された人もいます。しかし、日本のテレビは「解放された人質の中に日本人はいませんでした」と残念そうにコメント。　日本のロックバンド、ザ・イエローモンキーの名曲「Ｊａｍ」を思い出すのはぼくだけでしょうか？　♪外国で飛行機が落ちました、ニュースキャスターはうれしそうに、日本人はいませんでした、いませんでした、ぼくは何を思えばいいのだろう？　　入管が厳しくなっている、その実態のひとつをかいま見ました。ある韓国の女子留学生がわずか一日期限をまちがえただけでオーバーステイ状態におかれてしまいました。元衆議院議員の渡辺浩一郎（板橋区）さんと朝日新聞記者の竹信三恵子さんに同行してもらい交渉した結果、４月１２日、留学ビザが取得できました。つい数ヶ月前までは２日までは容認、１ヶ月遅れでも理由書でクリアだったはずなのに。ひどいのは知人のアメリカ人教員が１年オーバーステイ。そのとき入管職員は「あ、いいんですよ、いいんですよ！」と在留更新したそうです。　ところで、いま、個人的にルームシェア始めました。見知らぬ韓国からの留学生。不思議なことにどんどん部屋がきれいになってます。いっしょに暮らす、っていいもんですね！韓国人ばっかりのお店でバイトをしてみたり、だんだん留学生に近づいている感じがする、今日この頃です。　今日は日本人と留学生とのルームシェア募集情報もあります。ぜひ応募してください！（高野文生）＊この欄のエッセイは、ViVａ!ボランティアネットで連載中です。 http://www.viva.ne.jp/action/globalopinion/ 1. TODAY'S ESSAY: "NO JAPANESE INCLUDED" Japanese hostages in Iraq are now the center of attention all over Japan. At the onset of this happening, Mr. Yoshioka, a co-representative of the Peace Boat, with a shot of the families of the hostages he brought, appeared on Al Jazeera. It was Our Planet TV, an NGO which TAE share an office and which I used cooperated, that shot the families (http://www.ourplanet-tv.org/news.htm). It is an achievement thanks to their ceaseless effort, something that we should model. A number of people are killed in Iraq. There are also hostages of other nationals such as Chinese, Russians, or Americans, some of whom have been murdered. However, "No Japanese were included among those who had been released," reported Japanese TV stations regrettably. I wonder if I am the only one who was reminded of "J am", a famous song by a Japanese rock band the Yellow Monkey: "There was a plain crush abroad. An anchor man pleasingly said, 'No Japanese included. No Japanese.' What should I say about it?" Immigration regulations are getting stricter, and we had an example. A Korean female student was regarded as an overstay just because She delayed only one day. As a result of our negotiation, cooperated by Mr. Koichiro Watanabe, an ex-member of the House of Representatives (Itabashi-ku) and Ms. Mieko Takenobu from the Asahi newspaper, a visa was eventually issued on April 12th. Such a deal used to be much easier up until some months ago; there was no problem with a delay within two days, and a statement was required for a delay of one month. An extreme case is that an American teacher, whom I know, was overstay for one year, but the Immigration office renewed his visa, saying, "Oh, no problem at all!" This is a private issue, but I recently started sharing my room with a Korean student whom I had not known at all. And for some reason, the room is getting cleaner and cleaner. I found having a roommate interesting. These days, I feel as if I am becoming like a foreign student, while working at a bar filled with Koreans and so on. TODAY'S ESSAY: New era We, TAE, recently have international meetings. It does not only mean that we are internaional because we include international students. We have started the meeting sending the real time movies and voices between Lorea and Japan through the web. The Internet has abled us to do those things even if we are not a big organization. TAE has originally established to use the Internet to give out our own messages to the world by ourselves and to organize ourselves to get the power, which international students here in Japan lack and need. Takano, the founder of Tokyo Alien Eyes(TAE), a nonprofit organization for international students/residents in Japan.　　 -------------------------------- ＜本日のお題＞ TODAY'S CONTENTS １、今日の言葉ーつなげること　先日、TAEでは留学生受け入れ政策をめぐって全政党へアンケートを出しました。メールと電話だけで、１週間足らずしかありませんでしたが、なんと、期日通り全政党が回答してきました。　アンケートを出したこちらが驚きました。　超党派の議員による討論は実現しませんでしたが、NPOが無視できない力をもってきたことを実感しました。また質問することじたいに、留学生政策が重要な問題であることを政党に知らせる効果があったように思います。　内容は、ビザや警察の態度が外国人、留学生に異様に厳しくなったこと、国のアルバイトや部屋紹介といった留学生支援策が打ち切られたことなどを問うものでした。　そのうち、公表したいと思っています。　もうすぐ参議院議員選挙です。選挙権のない、市民とは見なされない人々の権利を守るのは、選挙権のある人たちの責任だと思います。　「一票にもつながらない」とされ、「票が逃げる」とまで言われてきた外国人の問題がいい意味で票につながるようになると少しでも状況は変わるのではないでしょうか？　つながってなかったものを、つなぐのがNPOの役割でもあると思います。 TAEがめざす留学生の、留学生のための、ネットワークは、そういうものだと思います。（高野文生）＊この欄のエッセイは、ViVａ!ボランティアネットで連載中です。 http://www.viva.ne.jp/action/globalopinion/ 1. TODAY'S ESSAY: CONNECTION The other day, TAE sent to all the political parties a questionnaire on policies about the treatment ofinternational students. Despite that we contacted them only by e-mail and phone and that the deadline was only within a week, all of them replied to us by this date.That was a bit of surprise to us. Although we were not able to realize a discussion by bipartisan Representatives and Councilors, their reaction demonstrates that non-profit organizations are becoming to have unignorable influence. I also believe that raising such questions had the effect to let the partie know how policies for international students are significant. By this questionnaire, we asked how they think about the environment which is becoming harsh to international students and about the fact that the government has stopped its support for international students to find part-time jobs or apartments. The responses shall be published sooner or later. Round the corner is an election of the House of Councilors. And it should be the responsibility of the voters to protect the rights of those who do not have the right to vote and, therefore, those who is sometimes not regarded as citizens. Issues about foreigners have said to have "no effect on gaining votes" or even to lead to "lose voters"; however, if more voters become interested in such issues, current environment could change. I believe one of the roles of non-profit organizationsis to connect what has not been connected. This is what TAE is aiming at: networks by and for international students. The Exchange Symposium for Japanese and Korean Students - Dialogue and Communication by a New Generation - * I (Takano) am going to join as a guest for the keynote address at the former half of the event. ● This is an symposium aiming at a mutual understanding between Japanese college students, Korean students studying in Japan, and Koreans living in Japan (zainichi). The goal of this event is to overcome current problems of misunderstandings, prejudices, or conflict and to realize a closer relationship between Japanese, Korean, and zainichi students through "contact" and "dialogue" by the youth from different countries. TAE is going to produce an internship program for college students in this summer holidays. It will be soon two years since the two countries agreed to the Pyongyang Declaration. Many people still remember that there was a huge wave of North Korea bashing sweeping all over Japan, the day following the top-level conference. It eventually turned to be attacks against ethnic Koreans in Japan. The issue of abduction of Japanese nationals, a serious human rights violation, led to the attacks against ethnic Koreans in Japan, which is also a serious human rights violation as well. America and a part of Japan kept the stance of not rule out using force against Kim Jung-Il’s authoritarian regime. And there was a sense of fear that the thesis of economic sanctions against North Korea that could also be a human right violation would be accepted without confusion or questions by Japanese people among us. We hope that Japan and North Korean will discuss the ongoing problems and cooperate toward the solution of normal relations. And we object the plans of development of nuclear weapons and missiles that bring East Asia to the dread of war. The steps of Japan and North Korea that looked as if they ceased have begun to budge. Those who make the peace process of Japan and North Korea, and East Asia are not only national leaders but us too. We think that the most important thing is our own will that made us decide to live here together and learn every life is equally valuable. So let’s make a peace message with candles to voice our will on September 17. South Korean youths will also jointly host the candle event in Seoul this year. It’s about time to turn into reality for those who transcend the borders and have the same will to be one for the peace in East Asia. Expanding the circle that reached to South Korean youths from Japan, we want to find another day with North Korean people in not so far future. Want to be friends. Everything starts from here. Takano, the founder of Tokyo Alien Eyes(TAE), a nonprofit organization for international students/residents in Japan.　　 -------------------------------- 選ばれるTAE TAE being NOMINATED for AWARDS 　昨年に引き続き、（社）東京青年会議所の「NPOアワード」でTAEがノミネートされました！９４団体が応募して最終選考３０団体に残りました。また、コミュニティケア活動支援センターの「コミュニティケア資金助成プログラム」にも、応募１４４団体中の２０団体に選ばれ、公開最終選考会に出場できることになりました。　保証人ボランティア制度や留学生のボランティア派遣、国際シェアハウス事業、世代や国境を越えた地域交流活動などTAE独自の実践や着想がだんだん認められて来つつあります。　留学生のボランティア派遣もとても好評です。日本人、日本社会との交流や貢献を求める留学生。そして日本側でも同じボランティアをするのでも、国際交流しながらの方がさらに実りが多いと。国際交流そのものが価値として認められてきているような気がします。　そもそも、僕が留学生を応援したい！と思ったのも、大学職員時代に、留学生たちが大学に記念植樹をしたり、貢献しようと思っていたのに、大学がそれを受け入れなかったり、留学生は最前列で熱心に授業を受けていたのに、教員はうるさい他の学生を指導しない、というようなことが起きていたからでした。　外国人の存在を無視する、という姿勢から、かれらのやる気を生かす、一緒に日本社会をつくっていく、という姿勢に転換した方が日本のためになると信じています。ふたつの最終選考会、ぜひ応援や見物に来てください。他のさまざまな NPOや社会企業家との交流も楽しみです。 TAE was nominated for NPO Award sponsored by Tokyo Junior Chamber as of last year. 94 organizations applied for this award and 30 organizations were short listed. Also, TAE has been selected for one of the 20 finalists of the Community Care Subsidy program sponsored by Sumitomo Life Welfare Service Foundation from among the application of 144 organizations. TAE takes part in the public opening final selection. TAE’s original practices and ideas (such as system of guarantor volunteer, dispatch of international student volunteers, share house program, and community interactive activities for all people beyond generations and nationalities) have been achieving credit slowly but steadily. The dispatch of international student volunteers is reputed. International students who call for the interaction with Japanese people and who call for the contributions to the Japanese society, and Japanese volunteers also appreciate and enjoy interacting with each other through volunteer works. The whole intention of mine to support foreign students began when I faced such situations as the university ignored the foreign student’s rights and their enthusiasms when I was working for the international division at the university. I believe that this would be much better for Japan to convert the attitude of ignoring foreigners into the stance of teaming up to construct the Japanese society together. The program of “dispatch of foreign student volunteers”, started from the guarantor volunteer system. With an effort, we succeeded to introduce a part-time job to a student through the program. We dispatched some foreign student volunteers to a community activity and the interaction between foreign students and community people sprang there. Japanese managers who had never accepted foreigners before also interacted with those students and they seem to change their thoughts. At the final consideration on October 31st, we were selected third overall. http://homepage2.nifty.com/comcare/ Our project, which was selected for that prize, was “The dispatch of foreign student volunteers program”. The system is that we return the deposit that we received from foreign students (when we undertook the guarantor volunteer of them) as they volunteer to the communities. A volunteer student of Tama Art University designed the TAE’s “volunteer passport”. We will promote the “volunteer passport” with the subsidy that we won this time, and we hope that we can generalize it.
